It assesses non-state organisations across 12 domains where changing economics, technology and institutional conditions are creating new paths to durable outcomes and market positions.
The central question is simple:
What still works when exceptional support falls away?
Can a model continue to create value when it no longer depends on one founder, one funder, a subsidy, a privileged channel, a single institutional mandate or a particular political moment?
The Index does not replace diligence. It provides a structured starting point: a way to identify organisations, models and fields that warrant closer attention, test the assumptions underneath them, and distinguish durable positions from promising but dependent ones.
What the Index Assesses
The Index applies three decision lenses:
The Crossover Point
Have the economics changed enough for action to make sense? This examines whether the cost of leaving a problem unresolved is rising while the cost of solving, serving, verifying, or scaling a response is falling.
The Chokepoint Map
Which constraints are genuinely binding, and which are dissolving? This distinguishes structural barriers from inherited assumptions, legacy processes and institutional chokepoints that may no longer determine what is possible.
The Voltage Test
Can the model endure without exceptional support? This examines dependence on a founder, funder, subsidy, mandate, privileged access, dominant buyer, or temporary political condition.

Evidence
The Index draws on organisations and models that make outcomes measurable and costs visible. Examples may include interventions that improve foundational learning, expand access to mental-health care, or establish shared data infrastructure with demonstrated public value.
For each example, show:
The organisation or model.
The specific outcome.
The geography and population/context.
The verified unit cost or documented benefit.
The source and period.
